Two urban renewal projects as part of the NPNRU, one in the Barriol district in Arles, the other in the city center of Tarascon, with urban and social diagnosis, validation of issues and prioritization of actions by elected officials and residents.
Creation of guide plans on all sectors, consultation and public spaces program plan in connection with social housing provider, the City of Arles, ACCM and public and private operators.
How to transform into a real neighborhood large complexes established en masse south of the ring road of Arles? The specificity of ANRU projects is the gigantic nature of the needs to repair the city. It is however necessary to prioritize the actions in a global, coherent and realistic vision.
Arles is a typical case: without being abandoned, the sector of Barriol (1 572 social housing) suffers from a real isolation and a concentration of social housing in the exceptional but risky setting (PPRI) of the banks of the Rhône.
The project avoids the demolition of qualitative housing and values the places and the numerous facilities that guarantee social diversity (departmental museum of Arles Antique, shipyard, CCI, IBIS hotel, river port, dykes and banks...). He reintroduces the notion of proximity, belonging and the Faubourian neighborhood that reinvents itself based on a detailed knowledge of the place. Services are being re-questioned (including the shopping center), physical ties are strengthened, the many abandoned used by new functions (shared gardens, peri-urban agriculture, public spaces...). In this rigorous and pragmatic approach, each project takes into account the feasible, especially financial, with the aim of reversing the spiral of decline. In this neighborhood, the valorization of the existing and its everyday architecture have been preferred to striking gestures.
