Heart of the City 
 Rumilly 

Urban project, pre-operational studies on three identified sectors of the city center, then programming of public spaces, housing and pre-operational assessment in a heritage site.

Rumilly carries a paradox in itself: in the upper part an industrial, commercial and dynamic city on an agricultural plateau, in the lower part a primitive core, highly patrimonial and gradually dequalified. How to rebalance this territory by relying on both its landscape and heritage qualities while maintaining the dynamics of flows and businesses?

To bring back a mix of inhabitants in the old center, it is necessary to intervene on several criteria related to the specific characteristics of this urban fabric: a potential for densification and mutations, links to be recreated between the different attractors, to reduce automotive pressure with a clear mobility strategy focused on soft modes and finally to control the production of a competitive and attractive quality architecture.
The strategy of the guide plan was developed at several levels through coercive and proactive actions on targeted sectors (land ownership, lot sheets), but also incentive actions (regulations, OPAH...) on the entire old center. The goal is to create pleasant and livable spaces above all.
Adapted to the capacities of the municipality, this urban project relies on a sensitive perception of the existing to guide its adaptation.
