Two urban renewal projects (PRU) in the northern districts of Marseille (Notre-Dame Limite/Kallisté/Solidarité), located near metropolitan infrastructure and facilities (A7 motorway, SNCF line, Hôpital Nord, Massif de l'Étoile, shopping centers, port activity area) grouping yet one of the largest pockets of poverty and insecurity in Marseille (753 condominium units, 700 social housing, 2 school groups, local shops). Creation of guide plans for the entire sector (35 ha), assistance with consultation, operational feasibility, detailed plots notices, technical advice, monitoring and project management of public spaces in conjunction with social housing provider, the city, the metropolitan area and public and private operators.
The project had to deal with the emergencies of the degraded condominium in Kallisté Park (753 housing units). Marked by bankruptcy from its construction, the situation has persisted for 40 years. The unworthy and insecure living conditions of this co-ownership have imposed a pragmatic approach, relying on a complex administrative process (safeguarding plans, land division, acquisitions) to initiate quick actions.
In addition to the precise monitoring of each condominium and the implementation of a long-term urban project, essential services for residents have been carried out: installation of a health center in the old mansion, temporary development of publics spaces, strengthening of the school group which was able to play the crucial role of anchor point for a community in great difficulty.
